Singapore Introduces Mandatory Measles Immunity for Migrant Domestic Workers

Singapore is implementing a new mandatory measles immunity requirement for Migrant Domestic Workers (MDWs), set to take effect from September 1, 2025. This measure by the Ministry of Manpower (MOM) aims to enhance public health, particularly for vulnerable young children.

Who is Affected?

This new requirement specifically applies to employers of MDWs whose households include a child under seven years old who is not fully vaccinated against measles.

How to Comply with the New Requirement

Employers will need to declare their MDW’s measles immunity status during work permit issuance for new MDWs, or at the time of renewal for existing MDWs, starting September 1, 2025. Employers with children under seven years old in their household have several options to comply:

  1. Proof of MDW Immunity: Declare that the MDW is already vaccinated against measles or possesses natural immunity.
  2. Child Vaccination Status: Confirm that all children below seven years old in the household have been fully vaccinated against measles.
  3. Vaccination Appointment: If the MDW is not yet vaccinated, employers can declare that a vaccination appointment has been booked for the MDW.

An MDW is exempt from vaccination if they are already immune to measles (either from past infection or prior vaccination) or if all children under seven in the household are fully vaccinated. Employers can provide proof of immunity, such as vaccination records, serology test results, or laboratory confirmation of past infection.

The measles vaccine is typically administered as the measles, mumps, and rubella (MMR) vaccine, requiring two doses at least four weeks apart for full protection. MDWs can receive the MMR vaccination at private general practitioner (GP) clinics. Employers are responsible for all associated costs, including vaccinations and/or serology tests, to meet these new immunity requirements.
